Comprehensive home care services across Tennessee. Every service is delivered by triple-screened, bonded, and insured caregivers.

TennCare CHOICES

TennCare CHOICES is Tennessee's Medicaid program for long-term home and community-based services, replacing nursing facility care with in-home support. Resource One is an approved HCBS provider credentialed through TennCare's managed care organizations — BlueCare Tennessee, UnitedHealthcare Community Plan, and Wellpoint. We serve members across all three CHOICES groups: Group 1 (nursing facility residents), Group 2 (nursing facility level of care, choosing home-based services), and Group 3 (at-risk individuals needing support to remain at home).

Who Qualifies

Adults 65 and older or adults 21 and older with a physical disability enrolled in TennCare. Members must meet nursing facility level of care criteria (Groups 1 and 2) or be at risk of institutional placement (Group 3) based on a Pre-Admission Evaluation.

What We Provide

  • Personal care visits (bathing, grooming, dressing, mobility, toileting)
  • Homemaker services (light housekeeping, laundry, meal preparation)
  • Attendant care
  • In-home respite care for family caregivers

DIDD Services

Resource One provides community-based support for individuals served by Tennessee's Department of Intellectual and Developmental Disabilities. We deliver services under ECF CHOICES (Employment and Community First) and the legacy 1915(c) HCBS waivers, with an emphasis on helping members live and work independently in their communities. Our team includes DSPs for personal assistance and community participation as well as LPNs for authorized skilled nursing services.

Who Qualifies

Individuals with an intellectual disability (onset before age 18) or developmental disability (onset before age 22) enrolled in ECF CHOICES Groups 4 through 7 or an active 1915(c) waiver. Enrollment is through DIDD Regional Intake — West TN: (866) 372-5709.

  • Personal assistance — ADL support, skill-building, and prompting to promote independence

  • Skilled nursing (LPN) — medication administration, wound care, vitals monitoring, and other physician-ordered interventions

OPTIONS for Community Living

OPTIONS for Community Living fills a critical gap for Tennesseans who need home care but are over income for Medicaid. Funded by the State of Tennessee and administered through the Area Agencies on Aging and Disability, OPTIONS provides personal care, homemaker services, and care coordination on a sliding-scale fee basis. In our service area, OPTIONS is managed by the Aging Commission of the Mid-South (Memphis) and Southwest Tennessee Development District (Jackson).

Who Qualifies

Tennessee residents age 60 and older or adults with a disability who need in-home services but are not eligible for TennCare CHOICES. Services are free for those with income at or below 200% of the Federal Benefit Rate, with a sliding-scale co-pay above that threshold. VA Home Care

Resource One serves veterans through multiple VA pathways. We are credentialed through TriWest Healthcare Alliance's VA Community Care Network to receive direct referrals from the Memphis VA Medical Center and other VA facilities. We also provide care for veterans receiving Aid & Attendance pension benefits who choose to use those funds for professional in-home support.

Who Qualifies

Veterans enrolled in VA health care who receive a Community Care or Homemaker/Home Health Aide referral from their VA care team, or wartime veterans and surviving spouses receiving Aid & Attendance pension benefits. VA eligibility is based on service history, disability status, and care needs.

CREVAA

The Collaborative Response to Elder and Vulnerable Adult Abuse (CREVAA) program places local advocates in every Tennessee county to support elderly and vulnerable adult victims of crime — including physical abuse, financial exploitation, neglect, and abandonment. When CREVAA advocates identify victims who need in-home care to recover safely, Resource One works with the advocate team and referring agencies to provide services through the appropriate funding program.

Who Qualifies

Elder and vulnerable adult victims of crime referred by CREVAA advocates, law enforcement, district attorneys, or Adult Protective Services. CREVAA operates in all 95 Tennessee counties through the Area Agencies on Aging and Disability, funded by the Victims of Crime Act.

Private Duty Staffing

Resource One provides qualified, screened caregivers to CON-holding home health agencies that need reliable staffing support. We handle recruiting, screening, credentialing, payroll, and liability insurance so agencies can focus on patient care and compliance. Our staff work under the clinical oversight of the contracting agency while we manage the employment relationship.

Who Qualifies

Licensed home health agencies holding a Tennessee Certificate of Need that need supplemental or contract staffing for their patient census.

  • Certified nursing assistants (CNAs) and home health aides
  • Flexible shift coverage — short-term and long-term placements
  • Full background screening and credential verification
  • Bonded and insured caregivers ready for immediate placement
  • Payroll, workers' compensation, and liability coverage for all placed staff

Respite Care

Family caregivers need breaks. Resource One provides professional respite care through multiple funding sources — including TennCare CHOICES, ECF CHOICES, the National Family Caregiver Support Program through local Area Agencies on Aging, and private pay. Whether you need a few hours a week or extended relief, our experienced, background-checked caregivers step in so you can step away.

Who Qualifies

Family caregivers who need temporary relief — whether funded through a Medicaid waiver, the National Family Caregiver Support Program (caring for someone age 60+), Tennessee's Family-Directed Respite Voucher Program, or private pay. No program enrollment is required for private pay respite.

Private Pay

When you need care now, our private pay option lets you contract directly with Resource One without insurance approvals, income qualifications, or authorization delays. You choose the schedule, the services, and when to start. We provide a free in-home assessment to develop a care plan tailored to your needs, and services can begin as soon as the plan is in place.

Who Qualifies

Anyone needing professional home care — no insurance or program eligibility required. Private pay is also the right option for families supplementing existing program hours or for services not covered by other payers.

Long Term Care Insurance

If you or a loved one has a long term care insurance policy, Resource One can provide the in-home care services your plan covers. As a licensed PSSA, we meet the provider requirements of most LTC insurance policies. We handle the documentation — care plans, caregiver time sheets, visit logs, and invoicing — so you can focus on care, not claim paperwork.

Who Qualifies

Individuals with an active long term care insurance policy whose benefits have been triggered — typically requiring assistance with two or more activities of daily living (bathing, dressing, toileting, transferring, continence, or eating) or having a cognitive impairment diagnosis. Most policies have a 30 to 90 day elimination period before benefits begin.

  • Detailed care logs, time sheets, and documentation for claims
  • Direct billing to your insurer when assignment of benefits is available
  • Coordination with your insurance provider on coverage and requirements
